Advice from Health Protection Agency Following yesterday's explosion at an oil depot in Hemel Hempstead, the Health Protection Agency, through its local Health Protection Units, has been advising the emergency services on health protection measures, including that the public close to the incident should remain indoors with their doors and windows closed.
